Who is a foreign visitor?
This refers to a person with a different nationality than Mexican and who has been accredited by the National Electoral Institute (INE in Spanish) to observe the electoral processes in Mexico.
These individuals can get to know, observe, and gather information on the various stages of the electoral process anywhere in the country, but they can’t engage in activities that undermine the fairness of the election.
Accredited foreign visitors must refrain from:
- Replacing or obstructing the electoral authorities in the performance of their duties.
- Proselytizing
- Expressing neither support or opposition to any political party or candidate.
- Carrying out any activity that undermines the fairness of the contest.
- Making any expression of offence, defamation or slander against the institutions, electoral authorities, political parties or candidates.
- Declare the victory of any political party or candidate.
- Declare vote trends before or after Election Day.
- Wearing or displaying emblems, badges, coats of arms or any other images related to political parties, candidates or political or ideological positions related to the election.
What do I need to be accredited as a foreign visitor?
- Send the accreditation form with your handwritten signature to visitantes.extranjeros@ine.mx
- A copy of the main pages of your valid Passport
- A current, clear photo of yourself

On January 13, 2025, the General Council of the National Electoral Institute through the resolution INE/CG02/2025, approved and issued a call for applications directed at members of the international community interested in obtaining accreditation as Foreign Visitors to monitor the 2024–2025 Extraordinary Electoral Process of the Federal Judiciary.
